Why are legislators changing the felons-voting Constitutional Amendment?

In November, Florida voters approved a groundbreaking ballot measure that would restore voting rights for up to 1.5 million people with felony convictions. Amendment 4 was to grant rights to non-violent felons who fully paid their debt to society. However, the Legislature and courts are under pressure to reduce or eliminate restrictions passed by voters. State Rep. Chuck Clemmons talked about the issue with Bob Rose and Greg Cassidy on the Bob Rose Show Wednesday morning July 17th.
